A range is not a list of things that taste nice. It is a map, and the job is to leave no gap someone falls into.
Cover the axes, not the favourites
There are three mints because mint is where most people start and they do not all want the same one. Mint is cold and sharp, Spearmint is softer and sweeter, and Ice Blue Berry carries the cooling into fruit for people who want the chill without the mint.
Then four fruits across the sweet-to-tart run: Mango at the sweet end, Berry in the middle, Ice Orange sharper, Blackcurrant sharpest.
The two that are not obvious
Cinnamon is there because warm spice covers caffeine's bitterness better than almost anything, and because mint stops registering after a couple of pouches on a long drive. Cinnamon does not.
Watermelon has no menthol at all, which sounds minor until you have tried using a strong mint pouch while breathing hard. It is the one people train with.
What is missing
There is no coffee flavour and no cola. Both were on the list. Both got cut because they invite a direct comparison with the drink, and the drink wins on taste every time.
